Public consultation on the EIB Group Transparency Policy

On 17 November 2021, the Board of Directors of the European Investment Bank (EIB) adopted the EIB Group Transparency Policy (EIB-TP), following an extensive public consultation.
The consultation report and issues matrix were also approved as proposed. More detailed information on the review and public consultation is available below.

Overview
The EIB Group Transparency Policy (EIB-TP) sets out the EIB Group's approach to transparency and stakeholder engagement. It enshrines the EIB’s commitment to openness and recognises that transparency contributes to the quality and sustainability of the projects we finance and helps build trust in the EU Bank.
The EIB-TP is based on the guiding principles of openness, ensuring trust and safeguarding sensitive information, willingness to listen and engage.
The EIB Board of Directors adopted the EIB-TP on 6 March 2015. The EIB-TP is subject to formal review, including public consultation, every five years. Therefore, the EIB is now launching a public consultation.

Why your views matter
The review provides an opportunity to reflect on the key lessons learned over the last five years of experience with the EIB-TP and to make the appropriate improvements, listening to the suggestions of stakeholders and the members of the public that will participate in the public consultation.

How to contribute
The EIB has prepared a questionnaire to guide the public consultation and solicit views about specific transparency matters.
The questionnaire is structured as follows:
- About you (part 1) – mandatory information about the respondent(s)
- About you (part 2) - optional information about the respondent(s), to be used for statistical/analytical purposes only
- Questions 1-3 - Understanding your needs
- Questions 4-9 - Proactive publication of information or documents
- Questions 10-15 - Disclosure of information or documents upon request
- Questions 16-19 - Intermediated lending
- Questions 20-21 - Public consultations
- Questions 22-23 - Comparison with peers
None of the 23 questions proposed are mandatory – you may answer as many or as few of them as you wish. Responding to the entire survey should take around 10-15 minutes. Most of them are in closed, multiple choice format. When expressly stated, more than one choice is possible.
Many closed, multiple-choice questions provide space for free text input. There are also a few open questions. It would be greatly appreciated if you could elaborate on your answers, especially by providing concrete examples to illustrate your points.
There is also space at the end of the survey where you can provide additional free text comments on matters not covered elsewhere.
Once you have completed the online questionnaire, you will have the possibility to upload any supporting documentation which you might deem relevant.
